Project Specifics
Potential impacts from the expansion of the Rapp Road Landfill will be addressed in a Supplemental Environmental Impact Statement. Following the release of a conceptual plan that proposed an expansion of the landfill in a westerly direction, the City met with stakeholder groups including the Albany Pine Bush Commission and The Nature Conservancy. These groups expressed concerns regarding the potential impacts a westerly expansion would have on the Pine Bush Preserve. In response to these concerns, the City has modified the conceptual plan to now include expansion of the landfill easterly on lands owned by the City and not dedicated to the Pine Bush Preserve. The plan includes a new approximately 15 acre lateral expansion along with a 23 acre overfill of the existing landfill. The plan also includes a mitigation/restoration plan for lands surrounding the landfill. For more information regarding the alternatives investigated by the City, and the mitigation/restoration plan, please see the Alternatives Discussion. The expansion will provide for 8 to 10 years of capactiy. City and regional residents along with area businesses may realize the positive aspects of the expansion of this facility in the form of:
- Stabilized property taxes
- Continued predictable, reasonably priced and environmentally sound waste disposal rates
- Mitigation/Enhancement of the Pine Bush Preserve
- Retention of local jobs
The project will also allow the City to continue to use methane gas generated in the landfill in a beneficial manner. The City has recently entered into an agreement with Siemens Technology for an innovative project. Please see City of Albany Landfill Gas Project with Siemens for more information.
